Major-General Ray Crabbe, Deputy Force Commander, says that they cannot cover the entire length of the border because they do not have the troops to cover all 160 crossings. At present 25-30 major crossings are monitored by the UN. Major-General Crabbe does not think this role is solely cosmetic, because if the sites selected are the major crossing points then the UN can play a useful role. Maljevac is one of these crossing points on the main road from Sector North to Velika Kladuša. Martina Balazova explains that it is only five kilometres away from the fighting and therefore the job is a difficult one to do effectively without cooperation from both sides. Colonel Zdislaw Wojcik, (POLBAT), COS Sector North says that it is hard for the UN to monitor the goods moving from side to side, which supply the armies, because, as the agreement stands, they are not authorised to search the vehicles.
Extending UN power along the border would meet with local resistance. In Knin on 15.3.199, residents expressed the view that UNPROFOR should not be placed between Serbs and Serbs although a few off camera said it was better to have “some UN than no UN”. Major-General Crabbe says that for the border checkpoints to work, UNPROFOR needs consent from both sides to allow support vehicles freedom of movement through military lines to resupply the soldiers.
