Summary: Interview with Mr Richard Goldstone, Chief Prosecutor for the International War Crimes Tribunal based in the Hague, during his seven day visit to the region.
Description: Mr Richard Goldstone says that the jurisdiction of the court only covers grave breaches of the Geneva Convention, the Hague Convention, the Genocide Convention and the Nuremburg Principles. The first public indictment will be announced on November the 1st this year. He says that they will indict the “most culpable” against whom they have evidence. Those that gave orders are more guilty that those that carried out those orders but both share the responsibility. He does not think that the announcement will jeopardise the peace process because it cannot be too soon, “the truth has to come out, justice has to be done”. He did point out, though, that the ICT relies on the cooperation of states to facilitate their investigations.
He says all convictions will be symbolic because so many alleged atrocities have taken place that they will not be able to convict all offenders. Nevertheless, the ICT is sending out an important message that the international community will investigate these war crimes and bring as many perpetrators as possible to justice.
