Description: The speech reads in part: "it is important to discuss the Non-Proliferation Treaty, which aims to prevent the spread of further nuclear weapons. The main nuclear countries are at the conference - the Soviet Union, the United States and Great Britain have reached agreement on the terms of a treaty and have discussed these terms with their allies. Now comes the stage of negotiating the terms of an effective treaty and have discussed these terms with their allies. Now comes the stage of negotiating an effective treaty with the non-nuclear countries, especially those outside the major alliance - for example India, Israel and Sweden.
