Description: German sailors oversee French dock-workers loading a lengthy bar-linked cable on board a barge flying the German ensign. Cable which is wrapped by coil is first dipped in a liquid and then electrically checked before being stowed aboard. Reel 2 opens with a view of the large port. A tug pulls five cable-laying barges out of the harbour and the cable-laying begins, handled by French civilian workers. Marker buoys indicate the position of the cable which is checked by a German officer on his chart. Reel 3 is further coverage of the operation which now involves two more tugs and additional barges, all flying the German ensign though bearing such names as Boulogne, Calvados, Mulhouse and Rouennais. Detailed views of the cable being played out attached to weighted sinkers. Man uses a voltmeter.
