Summary: A demonstration by the Military Vehicles Engineering Establishment, showing the use of a remote controlled Ford Escort van enveloping with foam a 'suspect' car in a built up area. Both vehicles end up buried in foam, which covers the width of the street.
Description: Main titles: a shield with Queen's crown with lion, a scroll reading 'Military Vehicles and Engineering Establishment', two crossed swords and an image of a tank. 'Remotely Controlled Foaming Van'. Wide shot with a car parked on a deserted street, presumably at a testing facility. A testing vehicle drives into shot at high speed and races past camera. Zoom shot onto the suspect vehicle. A suspect bag on the back seat. Again the test vehicle screams into shot and past camera. It halts at a fire hydrant; camera zooms onto the 'H' hydrant marker. The vehicle reverses and two men in white overalls open the boot, remove various bits of equipment and set to work on the test vehicle. A telescopic cylinder is elevated through the roof of the vehicle. Connecting a hose to the fire hydrant, and the hose to a smaller line. The hose is connected to the test vehicle. Close-up shows an electrical cable being plugged into a socket on the roof of the vehicle. An operator steps on pedal. Close-up remote control handset. Test vehicle interior; the steering wheel appears to move by itself. The gearstick (automatic gearbox) pushes forward. Exterior; the car, with its telescope extended and its back doors open, slowly reverses, trailing its electrical and water lines. It reverses along the empty street to the suspect car. Longer lens shot shows the test vehicle reverse closer. Closer shot; the test vehicle stops about 8 or 10 feet from the suspect car and begins discharging foam from its boot. The foam flows out, apparently at high pressure, until the suspect car, test vehicle and most of the street is covered in thick white foam; only the test van's periscope remains visible. The foam continues to bubble. Wide shot show an immense carpet of foam in which even the periscope is almost lost from view. End; the shield insignia again and fade to black.

Notes: While obviously dealing with a serious subject, being a record of a counter-terrorist device developed at a time when Britain faced a very severe internal security threat, the style of this film seems nonetheless reminiscent of the Wacky Races cartoon series.
