Summary: Members of the Norwegian government in exile arrive, followed by King Haakon VII of Norway. Inside, after greeting the government, he takes his place at the head of the cabinet table. Johan Nygaardsvold, the Norwegian prime minister and his foreign secretary, Trygve Lie, read lengthy statements and the meeting adjourns. The king, seated at a desk, reads a handwritten statement for the camera. The film has no commentary, but has English intertitles introducing the speakers.
