He says that they have struggled to avoid the whirlwind of war and its ethnic conflicts and have succeeded to a certain extent. Interview with Mišo Božic, President of the Tuzla Serb Consultative Council. He says that Bosnians of all ethnicities live here based on the principle that everyone is a Bosnian where he is a Serb, Croat or Muslim. He says that these ethnicities are used to living together peacefully. Market scenes. Under the Washington Agreement, Bosnia has been divided up into Cantons that are designed to add a new layer of government. However, Tuzla is the only place where cantonal government has been wholly introduced. Interview with Ante Zvonar, leader of the HDZ Party in Tuzla. He says that the Washington Agreement has had a negative impact on Tuzla. He believed that it resulted in an exodus of Croats. These people have been frightened because the constitution of the Federation has not been implemented and because of this, they no longer trust people to respect their rights. In Tuzla, there have been disputes between President Izetbegović’s national SDA Party, which forms a majority in the Cantonal government, and the municipal authorities, over the limits of each authority’s jurisdiction. In the city, people feel that the SDA are using the new Canton arrangement to increase their power in the area. Interview with Selim Bešlagic, Mayor of Tuzla, says that because the Tuzla-Podrinja Canton is the only one in operation, people still question its legitimacy to oversee and in some cases overrule other forms of government. Interview with Mirsad Kikanović, President of Tuzla’s SDA Party, who explains that the Canton is made up of eighteen municipalities and Tuzla is the only one the SDA does not hold. Nevertheless, he believes that the SDA is the most powerful political force in the region. Mišo Božic, President of the Tuzla Serb Consultative Council, says that through national groups and media influence, the SDA are trying to come to power in Tuzla. He thinks that this would break the unity of its citizens. Selim Bešlagic, Mayor of Tuzla, says that the SDA and the HDZ are not the only parties that should participate in forming Bosnia’s government. He thinks that opposition parties should also be included as a government belongs to all people in Bosnia. Shots of residents outside a new housing development. Izet Hadžić, President of the Tuzla-Podrinja Canton, says that this is currently a period of transition and the jurisdiction of the Canton as opposed to the municipal authorities has not yet be adequately explained. Selim Bešlagic, Mayor of Tuzla, says that there needs to be regular elections. As a democratic people, residents need the opportunity to vote for those who represent them best in these war conditions.
