Interview with General Francis Briquemont (in French). He says that Operation Clean City is very important for the population as it will help make their lives more normal. He hopes that the Serb area of the city will be involved as the aim is to clean the whole city rather than a specific part of it. Local authorities have cooperated with the Operation and there are enough specialists in Sarajevo to complete the job. General Briquemont says that Operation Lifeline is a major concern of his. UNPROFOR and UNHCR are preparing for winter and their highest priority is to deliver aid. It is essential for the survival of two million people including those in Mostar. SPABAT have been carrying out reconnaissance of the Bijela Bridge as it is hoped that UNPROFOR can speed up UNHCR’s ability to distribute aid by arranging new routes for the convoys. It will take four weeks for engineers to remove the remains of the bridge and two weeks to build a new bridge. If the bridge cannot be fixed in time for winter, there is another route that they can use and the Serbs have proposed a route that crosses the Bosnian hills, but that will be difficult. General Briquemont stresses that UNHCR will be putting all of their resources into the efficient delivery of aid to the people in need of it as winter draws in. General Briquemont says that when NORDBAT arrives, one battalion will be deployed rapidly in the region of Tuzla or in Bosnia Central. A company would have been deployed in Srebrenica but that has been prevented by political obstacles; this is regretted. The opening of Tuzla Airport is under discussion but it is another political problem to be solved. General Briquemont says that in Sarajevo, snipers have become a serious hazard for UNPROFOR soldiers. UNPROFOR are in discussion with General Mladić and Delić and are in talks with Bosnian President Izetbegović and President Karadžić of Republika Srpska to try and prevent UNPROFOR being targeted by snipers. The theft of UNPROFOR vehicles is regrettable but is just something that has to be lived with. Returning fire with the snipers is a very delicate issue because they do not want to draw fire that may harm civilians. General Briquemont ends by saying that the work of the UNPROFOR engineers is very important in allowing UNHCR convoys to travel along as many routes through Bosnia-Herzegovina as possible and enabling them to reach Mostar, Metkovic, Sarajevo and Tuzla for instance. They are currently working on secondary routes. French engineers are working on routes to Visoko. Canadian engineers are working on routes in the north, around Vares and Tuzla and the Belgian engineers are working north west of Sarajevo. Shot of the Sarajevo skyline from a UN Observation Point.
