Summary: As other crisis spots flare up around the world, are donor countries running out of patience and the will to continue to fund the huge humanitarian aid operation in former Yugoslavia?
Description: On the 9th of November, UNHCR launched their annual donation drive for the former Yugoslavia. Footage of a round table meeting. Mr. Nicolas Morris, of UNHCR, says that there have been significant reductions in their request for aid but the projects that it funds remain lifesaving. In the 1995 appeal, UNHCR recognise that the international community is not a limitless source of funds. UNHCR has become aware of the mood of the donor countries. Morris says that UNHCR needs to be funded through the winter, but as the political problems continue to seem intractable, countries become less keen to donate. Footage of aid distribution.
Interview with Dr. Horst Weisel, German Ambassador, says that UNPROFOR annually costs 1.3 billion US dollars and Germany pays eight percent of this total. Germany also pays 3.5 billion German marks annually in humanitarian assistance and as this is a heavy burden, each side should speed up efforts to come to definite solution of the problem. There is less impetus to give to the former Yugoslavia as other regions of the world are shown to need aid. Interview with Gavin Hewitt, the British Ambassador, who says that until the war ends the British government is going to continue to donate. Governments in this region are too quick to criticise the international community perhaps without recognising the scale of aid it gives to their people.

Aid received last year did not match UNHCR request, and even though they have decreased their target this year, it is by no means certain that this new target will be met. Nicholas Morris says that UNHCR would prioritise the supply and distribution on food over its other programmes if funding became a problem, but he hopes this will not be necessary.
