II. Normality in Brussels. Street scenes betray scarcely a sign of war, with trams, cafe-life and the traditional bird market as normal and full market stores, where German soldiers taste cheese.
III. Occupation scenes in Paris. After repair of railway by German engineers, first troop transport from Germany arrives at Gare du Nord, where English signs Air Raid Shelter and No Permit for Soldiers recall recent alliance. Troops leave station. Other soldiers stand at the foot of the Eiffel Tower reading the forces newspaper West-Front, produced by Propaganda Kompanie personnel on the presses of Paris-Soir under German supervision.
IV. Paris hears Armistice, clears away sandbags and receives Hitler. Loudspeakers in a square relay live "hard but not dishonourable conditions": "the German government solemnly declares that it does not intend to use for its own purposes of war the French [naval] units in the control ports, apart from coastguard and minesweeping vessels". Close-ups of the listening crowd show a black man in a suit, individuals of Semitic appearance and people talking to each other, including one wiping away a tear.
