He explains the reason for the UNPROFOR mission in Bosnia-Herzegovina and the Security Council’s decision in September to expand the mission from three battalions in Sarajevo, whose objective was to re-open the airport, to a nationwide mission in order to help UNHCR. The overall mission of UNHCR is 'to help people to survive'. UNHCR believe one million people are in danger over the coming winter. UNPROFOR have succeeded in opening roads into central Bosnia around Vitez and into the Bihać pocket where people are in danger. Freedom of movement for UNHCR and UNPROFOR had been agrred with the every highest levels of command. The last weeks have proved that UNPROFOR can be useful. Morillon says that the situation in Eastern Bosnia is very, especially in the towns of Goradze and Srebrenica where the population is really in danger. These areas, though, are the most sensitive because they are surrounded by Serbian forces. Unfortunately there has been ‘some massacres and slaughters’ in this area and there is a high level of bitterness, as people fear that UNPROFOR are helping their enemy. Morillon confirms that three out of four additional battalions have been deployed. SPABAT in Mostar area, FREBAT in Bihać and BRITBAT in central Bosnia, in the cities of Vitez and Travnik. In coming days, CANBAT will be deployed in Banja Luka area. On his meeting with Bosnian President Izetbegović, Morillon says that he has kept him informed of the latest developments. Yesterday, General Bobetko, of the Croatian Army and General Mladic, Commander in Chief of the Bosnian Serb Army, agreed a cessation of hostilities from the 29th, tomorrow, which is ‘one more step forward in a good direction’. He has taken some of Presidents demands on board and the demilitarisation of Sarajevo is now one of UNPROFOR’s objectives. General Morillon says that the UNPROFOR headquarters are in the city to show the people of Sarajevo that UNPROFOR are taking the protection of their city seriously. He thinks that the solution to the conflict will come in Geneva. UNPROFOR can only help to establish the practical conditions for peace to be agreed politically. In Sarajevo, UNPROFOR are in a position to talk to the three different sides but as you can hear, sometimes war continues regardless. Sound of shelling in the background.
