Summary: Interview with Thorvald Stoltenberg, Special Representative of the UN Secretary General, responding to the recent attacks on UNPROFOR convoys.
Description: Opening shots show Thorvald Stoltenberg, Special Representative of the UN Secretary General, arriving at an airport, inspecting UNPROFOR soldiers and talking to a range of people across the region. Stoltenberg says that he cannot accept that UNPROFOR troops have been fired at and have sustained casualties. He says if this state of affairs continues UNPROFOR will leave. Shots of UNPROFOR soldiers carrying a coffin (probably that of Danish UNHCR driver Bjarne Vium Nielsen) . Stoltenberg says that UNPROFOR have not yet resumed their convoys and will not do so until he has received greater assurances of cooperation from the warring sides to prevent instances like this in the future and to ensure the safety of UN personnel. He says that although UNPROFOR can fight back in self-defence, to do so undermines their role as peacekeepers.
Stoltenberg says that when a former Croatian minister publically announced in several newspapers that Croatia did not desire the presence of UNPROFOR, he replied immediately to say that if that was official Croatian policy then they would leave the following day. He says that UNPROFOR absolutely relies on the consent of the parties concerned. He says that Lord Owen and himself are in almost daily contact with the warring parties to find a new basis for negotiations. He says that all of the people that he has met only want one thing and that is unconditional peace. Shots of people, young and old. He says that the people are the ones suffering in this war. He says that these people know that continued war will lead to further violence. The only way to end this vicious cycle is to negotiate a lasting peace.
