Starts with shots of ruined buildings and the river as a sign of division. There has been a ceasefire since February and in an effort to unite the city, the EU set up its own administration there on the 23rd of July. Speaking at a press conference, Mr. Hans Koschnik said that there would be an emphasis on joint reconstruction work. The EU have also pledged 25 million dollars in aid to reconstruction projects.
Residents returning to their homes in West Mostar have found them damaged by bullets and looted of possessions. In an interview, one resident says that more and more people are returning to their homes but that high levels of crime make it unsafe to go out on the streets after 10pm. Jerrie Hulme, the Regional Head of UNHCR says that the availability of a range of goods in Mostar’s markets attract “rogues” and “bandits”. Lowering crime levels in West Mostar is a high priority for the new EU administration. In an interview, a UNCIVPOL officer says that they are trying to provide an initial link between the two police forces. Both UNCIVPOL and EU police officers are focusing on the expulsion of criminals and safe crossing for civilians between the two halves of the city.
Melissa Payon, IRC Field Officer, says that businesses need workers to be able to cross from one side to another. For example Apro dairy is situated on the West bank but many of its workers live on the East side. The manager, Franjo Cavar says that this kind of economic cooperation might prove “decisive”.
Closing shot of a collapsed bridge symbolises the need for further reconciliation between the two sides as part of the post-war healing process.
