- Description: Shot of a UN helicopter taking off. Map of Croatia. On the 1st of October the UN mandate in Croatia was renewed by the Security Council for six months. In Resolution 947, the Council aim to review the progress on restoring economic links with UN Protected Areas (UNPAs) by the 20th of January. This has put the spotlight on the UNPAs. At a press conference, Special Representative to the Secretary General Yasushi Akashi says that a review by the Security Council will take place on the whole mandate but the focus will be on services like electricity, water, highways, railways and the Adriatic pipelines. The International Conference on the Former Yugoslavia has been engaging with both sides to try and reach economic agreements between Zagreb and Belgrade. Norwegian Ambassador to the International Conference is Kai Eide. He says that the main problems are connected to the opening of the Zagreb to Belgrade highway, where as water, oil and electricity access is easier to arrange. They too are dependent on both sides agreeing to every aspect of the deal and so even that agreement is not secure. He says that part of an agreement reached last year set up three stages of future negotiations. The first aim should be a ceasefire, then the parties would agree economic agreements and then they would find political solutions. He says that each stage would build up trust in the negotiations and confidence that agreements could be reached. He says that a ceasefire agreement is now in place and though economic agreements are taking a long time to be reached, when they are in place there will be significant benefits and hopefully, the resumption of political discussions. Part of the economic agreement would provide water to towns near the zone of separation in Sector South, for residents in towns like Biograd and Gospić. Shots of the waterfront in Biograd. Interview with a woman living in Biograd who describes the problems with water supply. The Mayor of Biograd walks into his office. He says that political agreement is necessary, hand in hand with economic agreements. In Drniš, an old man describes the unhygienic way that people are living without a consistent supply of clean water. In Obrovac, Sector South, access to power from a nearby hydroelectric station is only intermittent and dependent on the weather. Interview with a young man in the town who says that it is time to start normalising relations. Shots of the Biograd seafront. Ambassador Kai Eide says that they depend on the readiness of the parties to reach any agreements. He says that they can mediate, facilitate, make proposals and even push a little but in the end it is up to the sides to find common ground for agreement.
