The Zagreb 4, made up of the USA, Russia, the European Community and the UN, have given their plan for peace to Tuđman, who has accepted it as a basis for negotiation. They then went to Knin where the Knin authorities took a surprisingly uncompromising view of the plan. They refused even to receive the document. At a press conference, Milan Martić said that peace forces should not come up with politically prejudiced solutions. He believes that the people have the right to vote in a referendum about whom they live with and how. Footage of the Zagreb 4 leaving that evening. Interview with Peter Galbraith, US Ambassador to Croatia, who says that Martić’s tactic will not work and it would be easier to extend the UNPROFOR mandate, which he believes Martić is pushing for, if progress were to be made with the current peace plan. Galbraith says that not to accept the plan creates further problems.
Scrolling text details the suggested solution to the disputed Krajina territory. This is based on the sovereignty of the Republic of Croatia within internationally recognised borders and the idea that Serbs would have control of their own affairs in areas where they were a majority in 1991. An autonomous province called Serbian Krajina would have a great number of its own responsibilities including its own government and president, flag, Serbian language and Cyrillic script, and would become a demilitarised area. The Krajina would be part of the Croatian economic area. Refugees would have the right to return freely to their homes. Sector East will be administered by UN for two years. Sector East and West must be de-militarised within three months of agreement.
Leonid Kerestedzhiyants, Russian Ambassador to Croatia expresses his disappointment. They expected to go to Belgrade next but Serbian President, Slobodan Milosević, has refused to see them. Gert Ahrens, Deputy Co-Chairman of ICFY stresses that the plan is still on the table and that a reasonable political solution needs to be reached.
