- Description: I. "Rapid Reaction On Hold." What is the role of the Rapid Reaction Force? What is its command structure? What problems is the UN having in getting this force up and running? (Item shot in July 1995.) Footage of tanks on the move. Exercises are taking place but there has been no full deployment as yet. Brigadier General André Soubirou is the Commanding Officer of a multi-national brigade of French, British and Dutch soldiers. In a press conference he says that the task of the Rapid Reaction Force is to carry out emergency actions to defend UNPROFOR, to support UN peace actions and to facilitate freedom of movement in the region. Mr. Akashi is at the head of the chain of command of the Rapid Reaction Force. He recently paid a visit to observe their preparations, accompanied by Lieutenant-General Bernard Janvier. In an interview, Mr Akashi says that he has come across local resistance to the Rapid Reaction Force and that it would remain on hold until local authorities assured him that the Rapid Reaction Force would be guaranteed freedom of movement and adequate support. II. "Rapid Reaction Force Part 2." A look at the Rapid Reaction Force - what countries participate, what capabilities does it have, what tasks can it perform. (Item shot in September 1995.) ‘Ploče, Croatia, 21st August, 24 Airmobile Brigade’ (title). UNTV riding in helicopter. Shot of a group of helicopters in the air and one helicopter landing. ‘Near Tomislavgrad, Bosnia 13th July, French Foreign Legion’ (title). Shot of tank and APC. Interview with Brigadier General André Soubirou, Commander of the Multinational Brigade, who explains that their job is to support peacekeeping activities and protect and support the actions of UNPROFOR. Shots of tanks, in camouflage colours, used by these combat forces. ‘Multinational Brigade, Combined Troops: French, British, Dutch and Belgian. Lieutenant Colonel Alvien Normand explains that the soldiers drill two or three times a day so that these skills become automatic. ‘Airmobile Brigade Combined Troops: British and French. Major Contributor: 24 Airmobile Brigade Aircraft: Lynx, Chinook, Puma and Gazelle’ (titles). Footage of Airmobile Brigade at base. Shots of Lynx Mk 7 pilots preparing for take-off and in flight. Major Ritchie Butler explains that the Lynx is well-suited to this work because it can fly low, is highly manoeuvrable and carried eight anti-tank missiles. On the ground, Brigadier General Robin Brims, Commander of the Airmobile Brigade explains that the helicopters are used to transport infantry across the country and to offer fire support. Shots of the French Foreign Legion on patrol, jumping out of APCs. Colonel Antoine Lacerf says that ‘a good soldier is a patient soldier’. Brigadier General Brims says that uncertainty is their greatest challenge and the men understand that. Shots of the 24 Airmobile Brigade abseiling. Lieutenant Roger Brunt says that there is no substitute for practice and this will allow the force to switch from ‘peacekeepers to peace enforcers’ when called upon to do so. Shots showing soldiers charging hanging sacks with fixed bayonets. Lieutenant Colonel Normand says that they need to respect the country they are in. Shots of a child leading a flock of sheep past Rapid Reaction Force tanks. He says that they must make a distinction between people living here and those causing the war. A Chinook lands and a Lynx takes off. Brigadier General Brims says that helicopters are useful to the UN because they can cross difficult terrain. Footage of a press conference at which Brigadier General Soubirou says that they were put on alert on the 22nd and 23rd of July. Title: ‘Mount Igman, Multinational Brigade Deployed, 23rd July’. Shots of British soldiers cleaning their weapons and loading ammunition. Brigadier General Brims as that he hopes that peace will come through talk as they are the ‘last card’ to be played.
