- Summary: Continuation of rushes from UNPROFOR's Sector North HQ in Topusko. Action centres around the visit of Force Commander Lieutenant-General Lars-Eric Wahlgren and Special Representative of the Secretary General Thorvald Stoltenberg.
- Description: UNHCR representative continues with his presentation. He says that there is currently a large influx of refugees coming into Sector North. He says that their lives are in danger and that they require protection. He explains that Bosnian Serbs are coming from towns just outside Sector North. Presentation from a representative of UN Civil Affairs. He summarises the political and humanitarian situation in Sector North. He explains the political division in the Sector between Croats and Serbs and the disagreements between Serb elements in the area. Lieutenant-General Lars-Eric Wahlgren, UNPROFOR Force Commander, asks if there are local leaders that they can negotiate with successfully. The representative says that there are specific people that they can talk to in order to resolve a particular issue. He goes on to talk about the humanitarian situation in the Pink Zones and the problems that people living there are facing. He says that they have received requests from civilians for evacuation from Glina and the Croats have been condemning UNPROFOR for its failure to protect these people or remove them from the dangerous situation. He says that 25,000 Serb refugees are coming. In total, 70,000 people currently need assistance, the UN is distributing much needed fuel to civilians that are struggling to buy it. He says that order is becoming more contested and CIVPOL will be very busy supporting schools and hospitals and all the other aspects of civilian lives. He says that they are also engaged in trying to relax an economic blockade and working to return water to parts of the Sector. A Nigerian Senior Officer talks about the military situation and the work of UNPROFOR in Sector North and the Pink Zones. He says that the main problem is ensuring that both sides fully implement any agreements made with UNPROFOR. He also says that the UNPROFOR mission is expanding without increasing its resources respectively and so the problem of the Krajina is given less consideration in comparison to Sarajevo and Bosnia-Herzegovina. He says that this is worrying because, ultimately, it is not possible at their level to solve entrenched political problems. He says it would be good if more UNPROFOR soldiers could be made available to Commanders in Sector North. He does say that currently both the Croats and the Serbs are stationed in defensive, rather than offensive, positions. Sector Commander speaks briefly from the audience. The Force Commander thanks the staff of Sector North for the briefing. He stresses that it is very often well-trained peacekeepers, as people on the ground, who make the decisions that can control and solve a situation. He hopes that there is good cooperation between all of the different UN organisations - important to keep these groups working together. He approves of the way that the military organisation of the Sector has been set up. The briefing ends. The group of officers and officials walk along the corridor. In a meeting room, the Force Commander writes a note of thanks. The group of officials stand outside arranging transport for the Force Commander. The Force Commander boards a helicopter. UN flag. DANBAT soldiers sit in a row with weapons. A row of UN Military Police wait as well. Close up on ‘UNPROFOR Working For Peace’ badge on the chest of a Nigerian UN official. Thorvald Stoltenberg, Special Representative to the Secretary General, inspects the soldiers and greets the officials as he enters the building. He climbs the stairs. The Sector Commander, UNHCR officials, Civil Affairs representatives, SRSG Thorvald Stoltenberg and Cedric Thornberry are all present. The Sector Commander briefs this group of people. He begins by saying that all the problems are in the Pink Zones. Close up on UN flag. Fade to black. UN cars outside a building, a woman goes into the building.
