General Mohamed Abshir Musa, the faction leader in this part of Somalia, speaks to Adminal Jonathan Howe, the UN's Special Representative. He says that forty two ships were fishing illegally off the coast, carrying international flags from across the world. He also reports that a ship dumped a container in the sea, which he believes contains toxic waste.
Shots of local fishermen bringing fish off small boasts and cutting them up on the shoreline. Illegal fishing has had a huge impact on the number of fish that these fishermen catch. One local fisherman says that he used to catch 500 pieces a week but now he only catches 50 pieces a week. This is a result of large international boats fishing without legal licenses. Close up on sign saying ‘Welcome to Bosaso Port’. These Somali fishermen have asked the international community to help them prevent illegal fishing in the past to no avail.
Admiral Jonathan Howe, as the UN’s Special Representative, is trying to change this perception. He has been touring north eastern fishing communities like Bosaso. Shots of people singing and dancing. Shots of Admiral Howe talking to local people, learning what improvements can be made. Most of the people in this region belong to the Majerteen subclan so they have been little affected by the inter-clan fighting of recent years but they have suffered economically over the last few years. Admiral Howe says that nations need to cooperate with the Somalis and not only police themselves but let the fish be fished by the Somalis themselves.
