Summary: UNTV investigates the worsening situation for refugees in Turanj. As winter approaches it is still not clear where the refugees will be housed during the coldest months of the year. The Croatian authorities are still refusing to allow these refugees into the country and they themselves do not feel it is safe to return home.
Description: Shots of people walking in the streets and chopping wood for the fire. Fuel and adequate housing are concerns with the coming winter. Ivica Kostović, Deputy Prime Minister of Croatia says that the fact that refugees have been unable to return home is both a logistical and a political problem. He says that as the zone is controlled by UNPROFOR, they should have done more to settle 12,000 refugees. Since arriving, the refugees have moved into Croatian homes and set up small shops and businesses so that Turanj has become a make-shift city. Jaques Mouchet, Chief of Mission for Croatia of UNHCR says there remain other choices. Firstly, his organisation needs to inform people that they can return home because UNHCR has received new guarantees for their safety. Secondly, UNHCR can continue in their efforts to persuade the Croatian government to accept further refugees. Neither of these solutions has yet come about. One refugee interviewed says that the available accommodation is not suitable for the winter, and they need an adequate refugee centre.
The vast majority of the refugees are living in the separation zone. Captain Adam Kuna, Station Commander at Tušilović says that some new refugees are finding empty houses just outside the separation zone but not a large number. Croatia will not accept any more refugees but they have provided some humanitarian aid, including access to a hospital to all the children and they support the building of a field hospital for all the refugees.
No solution is presently in sight and UNHCR is yet to assist in the refurbishment of houses, a practice that it does not want to encourage. Mouchet repeats his hope that before winter Croatian authorities will allow more refugees into the country or the refugees will return to their own homes. Meanwhile the refugees continue to rebuild these homes, afraid of the fast-approaching winter.
