Germany cannot be bombed into submission, he admits, but bombing can destroy her war plants, as indeed it already has done. As evidence he opens a book of RAF "before and after" stills of bomb damage on precise targets at Cologne and also at Wilhelmshaven. Without even referring to day or night bombing, he implies that effective and accurate bombing is a matter of course in Allied raids on Germany. This incomplete reel breaks off abruptly as the man states that the aircraft loss rate is 3 to 5 per cent.
