Summary: Navy Instructional film on the factors to be considered in designing an effective training programme including the Training Performance Standard and On the Job Training. The presenter examines the process in terms of the requirements of a job, working back from the Operational Performance Standard (OPS) to be expected from a fully trained individual, to the complexity, difficulty and importance of individual tasks and the division of training between specialist schools and operational warships. The place of a job within the context of the Navy as a whole, and the allocation of work to the appropriate rate and branch is also considered. The presenter goes on to discuss the importance of providing adequate training resources and of providing individual sailors with civilian qualifications and interesting, varied work.
