Summary: The historical beginnings of the Marshall Plan and the OECD, in response to the post-war needs of the European peoples, are explained, and the results of their first years of operation through the European Recovery Programme. The film also explores the effects on of the ERP on the lives of individual men and women (including French farmers, Norwegian fishermen, British coal miners, Italian olive growers and Dutch weavers).
Description: (Reel 1) The film considers the negative effects on European economies resulting from their lack of confidence in each other’s currencies and shortages of materials and finished goods in specific areas. Industrial and agricultural scenes are used to illustrate the partial recovery of European economies following the destruction of the Second World War. Though Europeans strive towards the return of stable societies their efforts are undermined by weakness in the underlying economies: their situation in 1947 is discussed at length. Secretary of State of the United States of America General George Marshall is introduced as the advocate of the Marshall Plan, a means to provide American aid to cooperative European countries. Foreign Ministers of the United Kingdom, France and the Soviet Union meet in Paris in 1947 to discuss the plan, where Foreign Minsiter of Molotov of the Soviet Union rejects the proposal. The establishment of Organisation for European Economic Co-operation (OEEC) in Paris the following year is shown.
