Summary: Un- (or at best semi-) edited film of a meeting of the Hamburger Rat, to debate a resolution voting support to the citizens of blockaded West Berlin.
Description: Oberburgermeister/Council President Schönfelder opens the session, reads the resolution. Extracts from speeches of two council members for the motion ("Berlin kaempft fuer Deutschland"; situation is "sehr ernst") and one (Communist?) who speaks against it, amidst a rising tide of interruptions (calls the blockade and de facto division of Germany one of the first consequences of Western currency reform: "Die Zonengrenzen sind Staatsgrenzen geworden"). Max Brauer closes the debate in a much applauded speech, calling on Western Powers to stand firm etc. (Berlin SPD leader, Franz Neumann, watches debate from public gallery). The vote is taken, the resolution passing with only 3 votes against; the session is closed
