Summary: Using narration, interviews with participants, reconstruction, comtemporary newsreel, diagrams and photographs, the film describes and reconstructs the sinking of HMS Thetis on June 3, 1939, its causes and consequences, and examines the question of liability.
Description: First, events up to the sinking and the failure of rescue attempts are described as they appeared from the outside, then as recalled or recorded by the four men who escaped from the submarine. The main points of the 1940 enquiry's report introduce a detailed reconstruction of how the mishap is thought to have occurred asking "why didn't they escape?" and why was there no effective assistance? The question of compensation for the lives of the victims is then examined - their case was finally rejected by the Law Lords and a bill for £36,000 presented. It is concluded that the coincidence of a number of errors and accidents combined to produce the tragedy.
