Summary:General Gruenther gives speech summing up the achievements of NATO and praising Lord Ismay; among those present are Field Marshal Montgomery, General Norstad, Admiral Lemmonier, General Schuyler and General Zeller (Military Governor of Paris).
Description:General Gruenther reflects on the progress of the first three years. He gives an account of the historical position at NATO's inception - a war in Korea, fear of Soviet Union expansion. Reference is made to the 10\% of the current staff at SHAPE who have been there throughout the three years. Gruenther thanks all staff for their loyalty. He notes Soviet Union fears of NATO aggression, stressing the alliance as defensive in nature and approach. Lord Ismay (off camera) is thanked. Continued Soviet military expansion necessitates vigilance ("the price of liberty") from NATO.
