Summary:Conference room: General Norstad concludes his speech.
Description:In this section of the (continued) speech, General Norstad focuses on the issue of control of nuclear weapons. Occasionally the camera changes, providing alternative views around the room, losing sound in the process. Norstad provides an overview of how NATO forces have been equipped with nuclear weaponry to this point. He notes that missiles will need to replace the carrying of nuclear weaponry by bombers. It is further desirable that options for mobile launch by sea and land are also obtained. Norstad raises the question of how control should be exercised over nuclear warheads. He suggests his preference that such control be invested in NATO, though notes the difficulty of negotiating the sharing of such a resource across the alliance. Norstad concludes by emphasising his determination to use nuclear weapons if necessary, in the event of penetration of Western Europe's defences.
