Summary:Further footage of General Norstad speaking. General Norstad describes the intention to develop a NATO atomic stock pile, standing before a map indicating the geographic dispersal of Atomic Delivery Forces. Norstad refers to the approach to distribute equipment and training across NATO territories, to ensure their defence. The map is changed to one titled The Shield. Norstad goes on to detail three objectives. Firstly, in the event of a military emergency, to force a pause. Secondly, to compel an aggressor to make a conscious decision as to whether to go to war. Thirdly, to compel an aggressor to have awareness of the total price of a decision to go to war. General Norstad then goes on to talk about the strength of NATO forces acting as a deterrent to an aggressor risking the outbreak of war. This then implies, he continues, that any weakening of frontline forces risks undermining the deterrent and thus undermining the North Atlantic Treaty. He concludes by quoting from President Lincoln's Annual Message to Congress of December 1st 1862.
