Joseph Luns addresses members of the international press, gathered in the press theatre at NATO headquarters. In his introduction, the Secretary General talks about the newly elected Spanish Government and the possibility of Spain freezing NATO integration. He announces new plans adopted by Ministers during the Committee. He states the balance of forces between East-West is unequal, to the detriment of the Alliance. A question is asked, regarding Greece and Turkey's conflict and how this affects the security of the Alliance. Joseph Luns also praises the unique role US forces have played in Europe.
