Hughes poses beside women in the crowd outside who wave Union Jacks. The men, described as the "heroes of Zeebrugge", participate in naval sports, including dressing up as clowns, an obstacle race and a water joust. The children are helped out of a charabanc and arranged for the camera by the nuns looking after them. One English girl kisses a French girl hello, "they sealed the entente with a kiss". The ceremony takes place in the rear courtyard of the palace. The King, in Army uniform, decorates various soldiers including some Indian troops.
