Summary:A: Ronald Reagan statement in the press theatre before the start of the NATO North Atlantic Council Summit with Heads of State/Government in attendance. B: NATO Secretary General's opening statement during the inaugural session of the North Atlantic Council Summit, 2 March 1988.
Description:(A) Exterior of NATO Headquarters, with flags and sculpture. Inside: US President Ronald Reagan delivers an address to delegates and press from podium with the Presidential Seal upon it. Reagan speaks with praise about the achievements of NATO and the Intermediate-Range Nuclear Forces Treaty signed with the Soviets. He ends his statement with kind words for (soon to resume his post) Lord Peter Carrington, NATO Secretary General. The seal is removed as US Secretary of State George Shultz steps up to answer the questions of journalists, the first of which (the only one recorded) is about the situation in Panama with dictator Noriega. Shultz advances no decisions have been made, though financial embargo of the country is one of the viable options. Shots of the flags flanking the podium and of journalists and cameramen (cine, still, video). Final shot of flags outside.
(B) Scenes inside Room 16, before the start of the inaugural session of the North Atlantic Council. Shots of Heads of State/Government are present, with their Foreign Affairs Ministers. Amongst them François Mitterrand, President of France, Ronald Reagan, Margaret Thatcher and Felipe Gonzalez, President of Spain. Lord Carrington, Secretary General and Chairman of the meeting, delivers his opening statement sharing an optimistic vision of arms control negotiations and the role of the Alliance. (The soundtrack is of bad quality with loud distortions for about 3 minutes).
